Not sure about ring expander.....seems like the jaws are set up to squeeze something together rather than spread rings. Could it be for the wire type hose clamps?

I'll second that ... My piston ring pliers are significantly different ends ... How about some of those Mopar radiator hose clamps ??

Older gentlmen use it to train their nuts to stay up high and tight and out of danger. In all seriousness RHPAW has it correct. They are medical **** bead extraction pliers with the optional locking jaws for two handed pulls.
