I wonder if the MoCo requires its UK and maybe its EU dealers to sell their bikes at MSRP, with no stupid games played with fees.
It's not the MoCo, it's EU and UK law for all vehicles. MSRP is the out the door price. It can go lower if you can negotiate a deal, but can't go higher unless you add accessories.
Get your financing pre approved at your Bank or CU; that will eliminate the "payment" issue at the dealer. Don't let them run your credit if you're not going to use their financing.
credit bureaus know that you shop loans the same way that you shop for a vehicle. so having the dealer run your credit is a non issue. it won't hurt your score. i do agree that you should already have pre-approved financing when you go in, but don't be afraid to have them compete for your loan as well. since 2002, i have purchased 9 harleys. financed every one of them. most of them i ended up going through eagle mark (hd) financing because they were able to beat my credit union's rate.
with hd, you are approved at a 'tier'. for example, tier one may be 1.9% - 4.9%. anything that the dealer gets over the 1.9%, is money in their pocket. if they don't give you the buy rate, and it's higher than your pre-approved rate, then don't use it. but you could be surprised.

Yes. MSRP is final price, all included except, in some cases, the license plate and related paperwork (around 400 in Spain).
But you can usually negotiate if they try to charge you with that.

In July RKS 27k OTD wasnt cheap but they gave me 20k trade in value for my 2019 Heritage 114 with 20k miles on it so I coudnt refuse such upgrade for 7500$ for new RKS with RDRS and 7 miles on the clock. To this day I wonder if it was good deal so maybe someone tell me as it felt fair at the tome as it was peak of no bikes at the showroom floor era where trade in values were nuts.

Yes it does. 20% VAT is included in the listed price. As is every other fee (although there aren't many - just a freight surcharge and dealer prep).
Well the best I can find for a 2022 Low Rider S in grey is $22281 OTD. There arent many left at the dealers. Really wanted an ST but they are all but gone and the ones left are going for $31k to $32k. I would travel further but I need the California emissions to get passed DMV.
