you tell them what YOU'RE bottom line is (including all fees/surcharge, etc) to buy.
Let the sales & finance manager and GM figure out whether they can do it or not

I checked with 4 dealers. They all gave me the same trade in value and said the surcharge was from the MOCO and they were just passing it on. 4 strikes, theyre out, Im done looking.
Dealers love it when your mind gets distracted by the various numbers. Think about it. It's the exact reason all those different numbers (additional costs) are listed. They could easily put ONE final comprehensive price on the hang tag. But they bait the hook with msrp hoping you'll bite despite the barb being all those extra fees and trade value rationales. As soon as you say "I'm not paying an extra setup fee" the dealer knows what card to play. Object to a surcharge and they may decrease it, but your trade value may get lowered. Round and round it goes like a card game with the dealer counting on you to 1) feel disappointed about potentially not getting that bike, and 2) grow tired or even a bit hopeless by negotiating and then decide to take the deal. It's a game of strategy and dealer sales people literally go to school to learn how to win at it.
When you put your one comprehensive deal in front of them (a low number obviously) and ignore their attempts to derail your thoughts back to all the fees and explanations and reasons....you do hold your cards. You can play it how you see it from that point...but it needs to be one OTD number which includes your trade if applicable.
Some dealers are displaying bikes with no hang tags or pricing. These places are the ultimate game-players. They won't reveal a price until you're sitting at a desk, and they've asked you several questions under the guise of 'getting this deal right for you'. What they're actually doing is gathering data and assessing you prior to putting down a ridiculously high number and immediately justifying it 7 different ways. When you don't see a hang tag....be ready to walk. Or if you have time to waste, sit down and play your game....an OTD price or you waltz to a friendlier dealer.
I found a new SUV for my wife online at the dealership. There were 2 in the state with the color and options she wanted. I called each dealership and gave them the VIN of the car advertised.
I asked if the car was on-site and available to test drive. If not do not email me or call me back.
If it is on-site I will come tomorrow to buy it and only that vehicle. I did go to one who had it on-site. I told them no trade in and a cash sale. When they saw my wifes Ruby Red 2016 F-150 they asked if we wanted to trade it. I said no but if the offer is right I would because trucks are selling high and I can sell it easily. They made a very fair offer so I did it.
Even though I felt I had a good deal I know they got a deal too.
As long as you are happy with the deal its all good. No regrets !
We finally got to see the new 23 CVO Road glide in person today and I kinda was impressed by it....surprisingly because I don't care for the Road Glides...sorry just a personal thing. Well....I looked at the price tag and noticed a setup fee of $2999 and a $1200 separate surcharge. 3 fricken grand to setup a Harley?!!!!.......do they have to put it together themselves or?.......I know just being really sarcastic. And then the "factory " mandatory surcharge that I still call BS on brought the bike over 48k without TTL. Ummm.........no thanks. Has anyone else seen that sort of setup fee?.....just curious.

When it comes to buying new vehicles, I tell the sale person that all my numbers are iyt the door. I do not care how that final number is derived. I know what I am willing to pay because I have done my research.
As Ling as it is a sellers market, they can add any fees they desire. But in. Buyers market, not so much.
Always a buyers market. Tell them to keep it . Other games in town beside HD . After most of a like time and many new HD's.
I am done with them.

I saw earlier in the thread they consider OTD to be the total cost not counting taxes. Is this normal? Or, should I figure the tax rate and factor that into an overall OTD price?
Also, what about extended warranty. My fear is that they'll agree to an OTD price and then jack up the extended warranty. Or, I have no concept of what the extended warranty costs to factor into my OTD Price.
For context, I'm looking at buying a 2022 or 2023 RGS.

What is included is the minimum they need in cash for you to leave with the motorcycle. They'd be THRILLED if you asked about the extended warranty, because that is pure profit for them. Those warranties are the greatest scam in the history of the motor vehicle.

How else can one figure whether or not it's within their allowable budget if all the "OTD" costs aren't added?
