In Eastern Oregon, it is up to the whims of the school district when they want to close school, sometimes it doesn't make sense. I have seen it snow a lot and they still have school and I have also seen a very light skif of snow fall but the roads are possibly slick so they cancel school and let the kids have a snow day.
Here in the outlying Chicago area, it usually takes about 8-10" before things start shutting down. Heck, I work at a community college, and we've stayed open with a foot of snow on the ground!
We rarely get real snow here (Charlotte, NC) but ICE is what shuts us down. We get freezing rain most of the time and it is nothing but slick. When we do get snow it also shuts us down,ANY amount.
We have had school closed when there was a forecast of snow. Snow never came. Schools closed, anyway.

My Wife is a teacher in Fairfax County. Yes, they close school with a forcast of snow. There was a good snowfall (24" +) a few years back on a sunday afternoon into monday. They closed school for the week...
On the other hand, I'm from Northern Wisconsin... I can count on 1 hand how many days schools were closed from K-12 due to snow.
