Around here, North East Tennessee, it's not how much snow but how slippery the roads are.
This is because of the elevations.
Imagine a School bus full of kids trying to stop at the bottom of a hill.
When I was a kid I lived in Duluth MN. I started kindergarten in 1961. It would take MASSIVE amounts of snow to close the schools, Hardly ever happened, and how cold it was was not a factor. The rule of thumb was basicilly, if the roads were impassible the schools were closed. Later when I was in Jr. High in Minneapolis, They came up with this new thing called "The Wind Chill Factor" which was all new to us, and they came up with new rules concerning closing schools when the wind chill got too low. But for the most part in MN at least, if the roads got plowed, the schools were open.
Only 6" of snow to close schools? Kids today are gonna grow up to be wimps.
Four inches will shut the schools down in my area of Massachusetts. I think it is more of a legal thing. Every one is worried about getting sued. Go figure!
