I think we should go one step further. Everyone should be forced to take a reaction / dexterity test on a regular basis to get any kind of driving license. If you can be thrown in jail for 0.08 because of deminished capacity for the safety of the public they should establish a minimum capacity. Don't tell me booze slows reaction time without establishing a minimum or baseline acceptable reaction time.
Test reaction time and ability to turn you head far enough to look. Test ability to multi-task. Test ability to recognize object close/far/close again to make sure the eyes and brain work together. Test judgement under stressful conditions.
I'm not throwing down on older folks. God willing we will all be older some day. Too many Baby Boomers are buying bikes who shouldn't be. Also, billions of dollars worth of MOOD ENHANCERs are being used out there. Tougher motorcycle training is a good start.
