Tommy, there's no easy way to do this. You have to take it a step at a time. You have to have voltage at the battery
Then, you have to get that voltage thru the fuses, the start switch, and to the starter solenoid.
Like the previous post told you, get a volt meter, check the voltage, check the fuses, check the switches, and check the wiring.
Just pick a starting point at the battery and work thru it a step at a time.
There's no magic wand that will troubleshoot it for you.

I've jumped bikes from cars before. 12 volts is 12 volts. My EGC alternator is charging much higher than that. Just don't start the car. The bike doesn't take that many amps.
If the bike had starter issues it could have drawn more amps than it's rated for. No lights? Something popped or melted. Without a schematic it's hunt and peck.

FirstHD is on it, get a schematic in your hand. Download it off the net or buy the book. Then as stated, check one thing at a time. Track it piece by piece. When you find the voltage loss, you'll find the culprit. Be on the lookout for feedback via a different circuit whilst you are troubleshooting it.
I built a set of jumper cables with a 30 ampcircuit brkr in it. Use it at Sturgis mostly, DO NOT want to be held accountable for an electrical short. If it trips the brkr when I try to jump start someone else's bike, I know they have more wrong than a dead batt. And I didn't fry anything of theirs.
I am not up on the 'new' scoots, but the honda I just sold, had a 30 amp 'complete' system fuse. If it blew, the entire scoot was 'dead', as you describe. Again, back to the schematic. GOOD luck diagnosing.

Do the "older" bikes (2003 vintage) have a MaxiFuse? My 2007 FLHTCU has this, and as far as I can tell it's the main fuse for everything. If it blows, nothing works. Might be worth checking that if the bike has one.

My first question is, what were the symptoms prior to jumping the bike? Battery completely dead? When did he last ride it? How long?
There are many things it could be, but my first thought with a new battery is a loose ground. My second would be the main 30A fuse. Whatever is preventing the power getting to the bike from the battery may not be the ultimate problem though.He could have a voltage regulator problem, alternator problem, short...The list goes on.

Check the fuses and battery cable connections as suggested above. Also, ensure the wires on the back of the ignition (key) switch are secure. I once helped a friend with a Sporty that wouldn't start. Using a voltmeter, I traced the problem to the ignition switch, which had corrodedwiring connections.
