Had the same thing happen on my 08 Ultra last week (first week I owned it), idled at almost 3,000 RPM. Evidently, it's a common problem and HD has an ECM download to fix it. However, the service guy told me how to fix myself, by resetting the ignition - pretty quick and easy.
With bike shut down:
- Set run switch on handlebars to "run" position.
- Turn ignition switch to "On", wait until engine light goes out.
- Turn ignition switch off, wait 10 seconds.
- Repeat steps above four times.
- On fifth cycle, start the engine, it will idle at 1,000 RPM.
Worked for me, the bike's been running fine ever since.
