Tough times, I lost my complete tool boxes to theft. Had years accumulation of stuff. Hard to determine where to start in re stocking. What are the necessary, most used tools. Other than the obvious. I have an 06 Dyna. Insurance company is giving me $1000 to replace them.
Feel bad for ya for the loss, but you answered your own question... Use the insurance money to get the 'basics' and use the other $950.00 for things you really need, as you find you need them... When that's gone, you start in with a second mortgage on the house, then move into 'Pimpin' the wife... whatever it takes, but you'll never, ever, ever, have enough tools to always have the right tool for what you want to do at the time... That's why God invented tool stores...
just my 2 cents.
3 good torque wrenches...an inch pound, a foot pound and a large/higher scale foot pound. A set of the bigger less used sockets for comp nut and clutch basket, etc. Then the basic tools, torx, stubbies, crows feet, etc.
Take a look at the Sears Craftsman 2008 Holiday Tool catalog. They've got a very nice tool chest & tool set combination with 306 pieces of "laser etched" hand tools and the 10 drawer ball-bearing drawer chest setup for $849.

+1 Just don't overspend on the box that $1k will not go far if you do!
Definately look at Craftsman sets....get what will cover your needs and then in fill in, like torque wrenchs, torx, allen sockets, snap ring pliers, etc
Id have to agree your best bet is one of the big craftsman sets gives you almost everything you would need for a good price and you pick up the specialty tools later as needed.

Engraved Rebellion: Inside Bundnerbike's Glam Rock II
Years ago when I still lived at home my dads garage got tapped. I lost a bunch of tools a CB and a few other things. I called the Ins. Co. and said my tools were the same as this Craftmans set #0000. They said no good we need a itemized list IE every socket and wrench. So instead of buying me tool set# 0000 for $700. they paid for every tool in that set at a single piece price. The $700 set cost them about $1,100 instead. But I didn't complain.
