"Black chrome" powdercoat gives pretty much the same look w/o the problems associated with the real thing, but may not be suitable for fork tubes.
I had a Yamaha Midnight Special. Owned it for about 3 years, then sold it to a friend and he had it for several years. Didn't have any problems with the black chrome, but I had heard that it scratches a lot easier then regular chrome. It must have had close to 100,000 miles on it when my friend sold it.
It had electric and a kick start.

Meclec Plating in California does black chrome. Does not spot. Just like chrome with black tint. They use the same process as their chrome plating. If you are doing fork tubes you want to anodize them.
