I've gotten rubber off with rubbing alcohol. It does the job and won't harm the chrome.

While the pipes are cooling go buy some Goo Gone. Use the Goo Gone and some balled up aluminum foil and rub the damaged area. It'll take the mess off and not hurt your chrome.

I have heard of some using oven cleaner to remove various burnt on things, just be careful not to get any on painted surfaces.

What ever you can can't get off with the above suggestions will burn off eventually.

Rebel is correct, some WD_40 wouldn't hurt either, it is a solvent.

0000 steel wool works good, as does easy off oven cleaner on warm pipes. Caution, spray the oven cleaner on a rag and wipe WARM pipes. Do not spray directly on the bike. Hold the rag away from the bike as you spray the cleaner. After cleaning the pipes, wipe down with you choice of polish or cleaners once cool.
