Gore-Tex is the way to go. And if it's smooth leather, use Sno-Seal on the outsides. It'll protect the leather and keep them from getting water logged and then dry out.
I also wear insulated boots year round. 200 grams of Thinsulate is great. Many people would cringe at that. But if you think about it, it makes perfect sense. Insulation keeps out the cold. But it also effectively blocks out heat. My feet sweat more in a pair of slip on mocs (casual shoes) than any of my boots.
Thought about it while taking a dump. I guess I'm not gonna take my insulate liner out of my coat this summer, and keep wearing my insulated Wrangler jeans.
I would think the only way your feet would be cooler is if the outside air temp is higher than your body temp, which is 98.6 degrees.
Your feet may not be as sweaty, as the thinsulate would soak up the moisture and release it to the outside air.

During a field ex in OKINAWA, saw a buddy of mine was standing in a puddle of ankle-deep water. Brought this to his attention and he did not even know his feet were under water.
I use LaCrosse hunting boots,Goretex lined,I can wear 'em all day for riding,fishing or working. Made in the USA too......so very expensive in this country,worth it though.

Temps here, in the Summer, can easily reach 100+.
But, it's not so much that my feet are cooler, they just don't feel the heat as much. Especially on the pavement, which can get much higher in temp than the air temp.
Edit: Note; do not use Sno-Seal on insulated boots you plan on wearing in warmer weather. It will effectively stop any breathing the leather will do.

Gore-Tex is the only way to go. The military issues Gore-Tex for a reason. This stuff is tested in all kinds of conditions and environments and holds up great.

When I got a new pair of leather boots, first thing I did was to soak them with warm water in a wash tub. Let them sit for a couple hours,
Let them dry a bit in front of the wood stove, then grease the daylights out of them with several coats of Mink Oil. I used Danners brand products. (Repeat process once a week to maintain resistance to wet)
I always treated my caulks that way and never suffered wet feet even after a full day setting chokers or chasing behind the cat.
I treat my Gore-Tex lace ups today, the same way.
