Hi Bryon. Here is a link to CruzTools. It has tool kits already made up for different bikes, or you could just look and see what is included and make up your own. I purchased the American Teardrop myself and it fits nicely in my tool box. Which BTW, I just was informed that any round key will fit and unlock so I don't know if I really want to carry them in there now.

You should ALWAYS get an Owners Manual. I'd expect there's an actual law requiring it for vehicles in your state. I'd make sure that your buddy secures a book from the dealer and forward the issue to Harley corporate. That's really unacceptable.
I received a tool kit with my '05 Ultra, but I was hardly thrilled with it. I've had a WindZone kit for a few years and really like it. I think it was in the $70 range.
