That is pure "Net Profit" that the dealer takes all the way down to the bottom line, the salesman nor the managers get paid for it. We charge $895.00 in our dealers so even when we sell something at dead cost the dealer still makes this amount and does not pay anyone any commission on it.
Fact is that it is illegal in most States and Provinces and definitly against the HD dealer agreement everywhere for them to sell you the bike WITHOUT doing a pre delivery inspection and doing the paperwork to register the bike and the warranty so it should be included in the price.
Mototcycles do not come fully assembled from the factory.Parts are left off so the machine can be boxed for shipment. Painted parts are covered with tape to protect them in transit. Motor has to be checked out to be sure it will run when you take delivery. Cleaned and polished before being signed over to the new owner.
I haven't worked in a shop for about 18 years but when I did we would do a couple of hours work on a setup depending on which model it was. Besides battery and fluids we checked all the fasteners and connections along with torque on important items like axle nuts, seat mount bolts etc just to insure nothing was going to come loose and injure a or kill a person riding the bike. Just because it left the factory doesn't necessarily mean it's right.

My first New HD was a 04 1200c sporty got bagged for the prep.
The next one from the same dealer "suffolk HD' a left over 07 FXDWG, was on sale. When they tried to add the same $350. I said no thanks I'll go to Nassau and Light house. it came off the OTD price. But I didn't even get a Tee shirt.
OK, got it. Pulled off tape, installed a battery and antenna. Washed the dirt off, rode it around the block after checking a couple critical bolts. 5 hrs @$80 for 2 hrs work.

You can nego OTD, line-by-line, cut it up anyway you like. If the dealer charges and folks are paying, you don't have to if you don't like and walk home. Customer choice.
I paid, I got, not pitching one, just wanted to know WTF I paid for (smoke and mirrors in the background).
ETA:Can always tell what part of the country has a good economy - double-edged sword.
