Maybe the style of helmet you have is not right for you. I know they are built to different head shapes by different manufacturers. The same size made by different manufacturers in the various styles do not fit my head the same. Maybe you can try a different style helmet.
The bike I traded for the one in my sig had a windshied but no wind deflectors (lowers). I had the same feeling of the helmet lifting of my head and I have couple of types. My current bike has wind deflectors and I am not bother by that feeling and very little buffeting at 70mph.

That's been my finding, too. I bought several helemts before I figured that out, though. The ones I didn't care for were too long and not wide enough. Guess I have a fat head!!!
I kinda have the same prob. My helmet has to practically choke the living daylights out of me to stay on without lifting off my head. In the spring my hair was quite bushy and that seemed to help fill the space, but now that I have my hair cut short, it's become a floppy hassle.
The next size down is ridiculous, so I've learned to adapt as I'm not in a financial position to go out and buy another lid.
I think I might try the suggestion about removing the visor and see what happens.
When you're buying a helmet, particularly a half helmet, be sure the chin strap lays down flat along the side of your head. Some of them aren't cut right and tend to flare out from the side of the riders head and looks kinda goofy. Other stuff to be aware of on low priced helmets is the paint. Some paints that don't have a clear coat don't cure completely and later on it gets sticky again on hot days.
