OK had to replase my speedo. Put new face on did not work, put new cable on still does not work. This is a 1981 fxwg shovel. The speedo runs to the tranny. any suggestions

No need to guess...that's what radar is for. The trooper is required BY LAW to tell you how fast you were going. Lots of 'em get snotty, though, and ask whether or not you knew how fast you were going. The correct answer is "No," of course, "at those speeds, it's dangerous to take your eyes off the road."
First off, I'm not very familiar with your particular setup.
If you remove the cable from the speedometer you should not be able to turn it.
If you can the problem is at the other end.
In the past I have chucked the other end of the cable into an electric drill (don't use high speed) and used it to ensure the cable was driving the speedometer and that the speedometer worked.
