As mentioned, check your state laws. In Illinois, flashing the brake light when stopping is OK, but a light constantly flashing on the vehicle is illegal.
Let me make sure I have this straight... we can't use anything that will call attention to ourselves to make us more visible... but people can talk and text on cell phones making them even more unsafe drivers....
I just installed a Bright *** Lights taillight and I love it. It has several different flash pattern settings that can be changed without removing the light by using a small magnet. I have it set to momentary strobe / then solid brake light when I apply the brakes. Texas is a little looser on stuff like this compared to many other states. I doubt if they care.

"BRAKE LIGHT
Your motorcycles brake light is
usually not as noticeable as the
brake lights on a carparticularly
when your taillight is on. (It goes
on with the headlights.) If the situation
will permit, help others
notice you by flashing your brake
light before you slow down. It is
especially important to flash your
brake light before:
You slow more quickly than
others might expect (turning off
a high-speed highway).
You slow where others may not
expect it (in the middle of a
block or at an alley).
If you are being followed closely,
its a good idea to flash your brake
light before you slow. The tailgater
may be watching you and not see
something ahead that will make
you slow down. This will hopefully
discourage them from tailgating
and warn them of hazards ahead
they may not see."
