This guy is deluding himself if he thinks his pointing 'technique' lessens the risk of crossing an intersection. It means different things to different people, provided they can even see that the guy is pointing in the first place.

Not sure what is best. I always slow down on approach to a intersection or side road pull out. I also move/shift bike around to ensure I am not in a blind spot to oncoming traffic. But most importantly I anticipate a pull out etc...... and have my escape path mapped out in my brain; if you will.
