I'll assume from your post that you're looking for the classic "biker boot". Your problem is going to be finding one that is waterproof. This feature is more often found in the lace up "logger" style and the "touring" style boots like Sidi,Dainese,BMW,Cruiserworks etc. Almost all of those companys offer a "waterproof" boot.
Personally I like my 11" steel toe Chippewa Engineer in EEE width.They're not waterproof but they are very well made,extremely comfortable and great for riding. I paid about $240cdn on sale.
650 for a pair of custom, american made boots. That's a kickass price, but then, as you wrote, you'll buy it once. May be the way to go for my wife, as she can't find a boot that fits. Again, this boot will be made to her feet/calf, for 95 more then the regular price. that's not too bad, I think. They also have a "rebuild" option, means once your boots are worn out, you send them in and they overhaul them. That tells me something about the quality of the boots as well as the company that makes them.
I have a pair of lace up Red Wings, about 4 - 5 years old. Still work great, shine up good after a polishing, good traction, not sure if they're 100% waterproof as I don't ride often in the rain, but when I have, my feet have stayed dry.
I like those Chippewa Engineer ones that Damage has though, I've been wanting to change to a slip on style once the RWs have had it...
Wolverine and Redwing are both farming production out to china now (at least for some of their boots). I have not heard that about Chippewa until now. Are you sure that's true? Any source for that info?

most boots get so f***n hot in the warmer weather. I use regular workboots. Bought some harley boots for the look (poser) but my cheapo's are really better.

I work in 110 degree heat all day long and my Carhartt boots seem to breather very well and I notice a huge difference between those and my heavy hot Red Wings. I also use my work boots for riding
