Default Question. Emission test

Was talking with an aquiantance over the weekend and found out he has a V ROD under cover. Hasn't rode it for maybe a year or so. I asked why and he said the registration office here wanted to do an emission test which costs 1000.00 and some change. So I called a friend back in the States and he said HD can send out an emission test certificate that will certify all emissions are complied with. Is this true? or is there more to it that that? Thanks

Where is "here?"

Yes that is true; here is a link to a sample:

http://www.epa.gov/otaq/regs/roadbik...arley-pres.pdf

I would suggest contacting H-D through their web site: http://www.harley-davidson.com/hd_main/hd_contact.jsp
or through your local dealer.

Do you have a car there? Have you messed with Japanese Compulsary Insurance yet? You're going to have to do the same thing when your bike gets there. US and Japanese emissions tests (the US is much more strict) are different, firstly and the emissions test isn't the expensive part. JCI is really a tax with an inspection tacked on for your added annoyance, you have to carry liability as well. Two things will happen. First the base garage will inspect your vehicle (the only things to hassle you on a brand new bike are the US spec headlight will have to go and they will make you put a kilometer scaled sticker on the speedo glass). Then the insurance company will truck your bike to the land office to pay the tax and get their inspection (just a formality at this point). The tax is more for larger vehicle and US vehicle get especially fleeced. Their way of limiting imports without limiting imports. JCI is good for 24 months and carries over between owners (not that you'll sell the bike but just FYI). Another thing to keep in mind is that US style comprehensive insurance is not available over there (or at least it wasn't while I was there). Some low-life makes off with the bike and you're SOL. Happened to a friend of mine that lived right outside the gate. Be careful and invest in a good lock.

Thanks for the info. The emissions test is covered with the sale of the bike and it will cost about 700-900 dollars to get all the JCI and added taxes including first 6 months of full coverage. I agree about the lock maybe 2, one for each end. I too had a friend bought one of those exported crotch rockets. Spent about 11 grand on it, had it 1 week. GONE! Stolen right out of his off base driveway. No way to get the insurance to pay. That's gotta bite the big one. Fortunately the greedy B@$+#%& tried to steal another bike, but the guy had one of those hidden tracker alarms and traced it to a chop shop. Unfortunately my friend never got the bike back.

Can't wait to get back home. It's been 5 years of going all over asia and the Persian gulf. Going home for 30 days in July and I'm sure it will be hard to come back, But there is a light next year at the end of the tunnel. Retirement WHA WHOOOOO.
