That's bizarre...I just bought one of these off ebay a little while back. The seller claimed not to know what it was and I didn't know until I read this post! They are heavy too..someone took the finish off of the one I have:
My buddy wants me to put in on "FeeBay." Has the OEM tall sissy bar, the OEM backrest pad, and this Limited Edition Insert. I've never seen one listed on an on-line auction. I almost kinda hate to list it, I'm thinking about keeping it. I wouldn't have any clue what it might go for being that it's so rare.
It fit his old FXR and it fits my 98 Wide Glide, so I suppose it's a multi fit set up.

I was cleaning up the office in my shop yesterday, and I found an old P&A catologe from 1987. This insert is on page 24. Part # 91763-84. " Brass 1919 script Harley-Davidson logo. The retail price was 22.95. Man, how times have changed, the catologe in 1987 was only 36 pages including the covers
