As a matter of fact there is and I just put one on each of my bikes. Check out BRUKUS MOTORCYCLE PARTS, I believe they are a sponsor on this site. They sell Harley Fender Security Screws that require a special allen wrench to install or remove. No way to get them off. Nice chrome plated screw w/wrench for a reasonable price. And it was the fastest shipping I have ever seen, I ordered them online and they were here like the next day amazing. If you have a nice seat, it would be a smart move, I have been hearing about expensive seats being stolen.

If the screws/ bolts need a special tool to remove...that's your security.
I also thought maybe you could wrap or attach a cable to it.
So your thief would need to carry a wire cutter, wrenchs, allens, torx etc. to steal.
