If you can... build a shed..... they aren't THAT expensive, and you can get a pre-made one for a reasonable price.
1) the bike will be out of the public eye
2) you'll have a clean/dry place to tinker with it
If you live in a condo type home... you might look into one of those storage unit places.
A cover is a good temporary solution.... but.... you can trap moisture, and dirt.... and condo groundskeepers, have been know to run their leaf blowers indiscriminatly around bikes... you might find all manner of debris under the covers.
