Iowa is like the others, no permit required for MSF, and the course counts as the riding portion of the DOT test, just have to take the written. The course costs $125 here, but the local HD shops give you a $100 gift card for taking it.
In Illinois people under 18 are required to take the MSF class and pass the DMV test.
Over 18 and passing the MSF class will get a waiver for both written and ridden DMV tests.
When I was 16 there was no MSF class and we were restricted to bikes 150cc or less until age 18.
In Texas, anyone can take the MSF course. You never leave the parking lot, so no need to have a "permit" to take the course. They give you the road course evaluation at the very end, and if you pass you get a certificate to take to the DMV. It's a wavier for the DMV road test. All you have to do is pass the written test and you get your endorsement.
