I can sort of see a reason for this. When I lived in CA I got pulled over on my Sporty. I had been riding about 15 years with no permit or license. I was pulled over about 4 blocks from the DMV. Cop (riding a cop Harley) actually told me that it would take about an hour to get a tow truck, and if I could show him at least a permit before it got there, he would not impound my bike for 30 days for driving without a license. I ran down and took the written test, failed by 1, then retook it right away and passed. Temp permit handed to me and walked back to the "speed trap" and showed the cop. I ended up taking traffic school for speeding. I took the riding test a week later and got my endorsement. Point is, it required no riding skills what so ever to obtain the permit which allows me to ride on the street. The only stipulation was no riding at night or on freeway.

Well I was attending school at the Maritime Academy in Vallejo and was in my khakis. Local cops were pretty cool to cadets. So that along with the Harley I think played a roll.
Here in Ohio you have to have your temps to take the riding part of the course and it's right after the class room part so yeah you have to have your temps. Or you can just keep getting your temps every year if you pass the computer test LOL! I got my temps and a month later just went and passed the riding test and skipped the course.

Did not need permit. Took two nights of 4 hours each and 2 full days, Saturday and Sunday. There was also written test. If you pass, you can get your full MC endorsement.
