Actually, by the time you get the whip in hand, the initiating action of the cage driver will be history and you will be seen as the aggressor.
Usually a severe snide look has the most effect that you can render without getting reported to the leo. A quick hand slap on the cage fender or side window is much quicker and gets more attention than a wispy whip slap.
Boot in door or fender panel. Had a 80 year old who retired out of the military many years ago. He told me the other night about how they mounted church keys to their boot soles when riding in japan. I never quite understood the concept but somehow they would drag their boots with these church keys down the paint and panels. Kicking off taxi's trying to force their way into the bikes lane. I am old enough to remember sharpening church keys for weapons but not using them in the manner he described. Young man curiosity had use sharpening and polishing church keys as very young teens. Never used a church key as a weapon but I have seen the results.

Just carry loose ball bearings, they are more than affective thrown up in the air at 80mph. If you really want a whip, you should check out the chain male stuff made by LLR Custom in San Antonio TX. You can find her on face book.
Wanna pick a fight with car? Leave the whips and gats at home. Go to the hardware store and buy a handful of steel ball bearings, then stop by the dollar store and pick up some balloons. Put the ball bearing in the balloons, 10 or so in each, then put the loaded balloons in your pocket or on the bike where you can get to them.
If a cager gets out of line all you do is drop a gear and roll on the throttle, as you put the cage in your rear view toss a balloon over you shoulder and keep going.
Or you can try pulling up broadside and go Indiana Jones on there windshield. Whatever works for ya.
Never heard of them being illegal, but I also never heard of them being used for self-defense. Even a real, Indiana Jones whip would be a poor choice for that. It's so "not dangerous" the first guy who shoots you for trying to hit him with it would probably go to jail.
If you just mean defense against cars following too close - if they are following close enough to hit them with the whip, haven't they already hit you?
