Then you should do a fuel mgmt system to get the most out of the upgrades. I did pipes first about 2 years ago, and just last weekend did the filter and a V&H Fuel Pak. Makes a hell of a difference.

Correct as long as you don't mess with the air box you will be fine.

Any gain you get from doing just pipes, or just air, is nominal. It's the combination of the 2, with fuel mgmt that will give you noticeable gains. Costly? Well, that depends. Not sure how much your pipes are going to cost, but figure in 3 to 4 hundred dollars depending on air cleaner choice and fuel mgmt choice.
On a stock 2006, with a 2.00" or smaller baffle, no tuning is required. You should expect a 5hp gain just from the slip-ons. Once you get to up to the 2.25" baffle a fuel management system is strongly recommended and usually required. We do not recommend the 2.50" baffle for '06 touring bikes, there is not enough back pressure and you'll loose bottom end power. Please let me know if anyone has detailed questions.
