I don't know about today but I know back in the 80's and 90's San Diego PD was enforcing it. I know several guys that got cited for it.

I have them on my truck, except for the windshield. I got pulled over about 6 months ago. The cop had me bring the window 1/2 way and he stuck some kind of meter on it and told me the tint was too dark. He was nice enough to let me go, but I got the feeling he more or less wanted to see what was going on inside. I try to avoid getting around anyone on a bike. I know how they feel.
