On the Electra the small guages seem to fog all the time. Fuel guage for sure, never had the speedo or tach do it. Sportster speedo never does.
I am still on the fence about going to spun aluminum guages in the fairing this winter and was hopefull it would cure the fogging but maint mgr says they are not sealed guages either so nothing you can do to fix it perm.
Hate it when it does that, mine does it all the time and I use jockey rash power...more of a maintenance thing--sure no cure. tried the rice but for some reason moisture does not weep thru glass...
In all seriousness my 04 has a small vent on bottom. Moisture is coming up and stopping at glass which is tight and sealed. My 04 has always done it and it's no big deal and so far has never marked underside of glass bad enough to hurt anything. Has not hurt anything electrical. Many a time I have flipped out the water on top after a heavy rain. It's sealed there for sure. I agree however you would thing Harley would have sealed it and put a chamber for silica jel to keep it dry. However like a lot of things, price does not determine quality. My 04 Yamaha that cost 2/3 less does not do it.

I have a tach plus the speedo on my 2005 and haven't had any moisture get trapped in them. Must be just luck of the draw, since I live in humid FL and get caught in the rain more times then I like.
The Garmin Marine GPS on my boat gets fogged up, even though my boat is on a covered lift and the GPS has its own cover.

I had this problem on my 2010 Fat Bob. I taped a desicant bag that's made for gun safes and whatnot to the inside of the console and it cleared it up pretty well. It has to be replaced every so often but it seemed to work pretty good. I taped the bag up near the front where there is a pretty good void to fit it. I think the bag was probably about 4x6". I thought it might be too big but what the heck, it worked.
