Technically, you should look up the law before telling someone it's illegal when it's not necessarily. After all, some cars come with OEM tails, so it must be illegal!

For my $.02, I'd say probably illegal, I know Georgia it is. Like someone else said, depends alot on the LEO, but......
In a (serious) rear end accident, you can expect your tail lights to be an issue, and anything less than OEM could be a costly issue.
Also, like previously stated, its the reflector requirement thats not (usually) being met by the tinted or clear tail light covers.
