How old is it ? Sorry to ask the obvious but did you move the forks while putting light pressure on the key ? Many won't lock when the fork is all the way over. Also WD 40 is not a great penetrant (or lubricant for that matter) WD stands for water disbursement. Get a good penetrating fluid and then oil.

PB Blaster or Thrust penetrant.. WD40 is for sewing machines and hinges.

Soak it up real good with a good Penetrating Oil,let it sit long enough to work, then smack the lock with a rubber mallet a few times(repeat as needed) should help !!!

Are you sure you have the right key? If you bought the bike used, and the switch had been changed out, then the key you have for the lock won't work.

The switch on my '02 Heritage shorted out and I installed an aftermarket switch. So now I use 2 keys, one for the switch and one for the fork lock.

If that is the case for you, get an HD dealer to order a new key for your fork lock.

This is not a laughing matter. He's trying to get out and ride. Try jiggling it after you put some penetrating oil in it. When it finally gets fixed, then you can giggle (but just a little bit).
