The Army wants me highly visible so I wear the HD orange vest. I did notice the other day, when getting gear ready for an upcoming ride to Maryland, that the vest ought to be helpful when I have my Army cold/wet weather jacket on over my riding jacket. I.e. the vest should help deflect the air and help prevent the jacket billowing out behind me. But then again, I've been wrong before...
I wear it because I like the look. Also I noticed that the buttons on my shirts were getting loose or falling off from whipping in the wind. The vest keeps my shirt from moving around.
After receiving a very nice road rash tattoo on my arm this summer I am hesitant to say any weather is t-shirt weather. I was wearing a light leather jacket and still got it pretty bad, would hate to think what it would have been like had I been wearing just a t-shirt or a vest.
Am not too much into the uniform but have been thinking about a vest for summertime mainly for the gun. I also hate sitting on my wallet and the pockets would be nice for that. I normally have worn a mesh jacket, Tourmaster Air-intake, but some days it will suffocate you. Yes I know that a vest provides no arm protection but sometimes you takes your chances.
