Free 103" upgrade
I'm not aware of anything free at the steelers. Pretty sure that would go hand in hand with a cold day in hell.
Is opening the case required on a 2007 96" to go to 110"? It's not mentioned in the kit description:
Yes boring the case is required for clearance on the 110ci kit
see harley part nmber 94419-06 (it's the jig for boring the case)

Screamin' EagleÂŽ Case Boring Tool

The Screamin' EagleÂŽ Case Boring Tool takes the guesswork out of boring Twin Cam engine cases to accept oversize cylinders. Designed to be used with a heavy-duty 15" drill press or milling machine, the fixture holds and aligns the cases for accurate machining. Ideal for installing a new '07 Twin Cam 110 cubic inch Stage Kit or a '99-'06 race-use "bigger bore" 113 cubic inch stroker cylinders.
The Best of Harley-Davidson for Lifelong Riders
103 is the way to go! Cheaper, and will have a bigger bore to offset the longer stroke. If you tear an engine all the way down, then you might as well do the Timken main bearing upgrade, Torrington cam bearing upgrade, forged rods, crank, wheels, and pistons, S&S reed valve, Fueling oil pump, CNC ported heads with larger valves, and upgraded valvetrain, cam chest clearanced for huge cams, gear drive cam kit, SE chromoly adjsutable pushrods, etc. about 6-7K done right!
Then, you will wonder if you should have built a 124 S&S or 131 when you are done!!!!![&o]So...stay at 96 or go 103, save a few bucks and just ride!
