I got one of the chock systems but had to use a short bolt in a garage floor seam to keep it from moving when loading or unloading my bike. See Picture.
Is your cradle set correctly? Do you think movement has something to do with the mat/rug it's sitting on?
The rug was added after the bolts stopped the movement, and the cradle is in the recommended optimum position. I tried the 2nd suggested position and had the same movement problem. It was my understanding that the Condor unit did not have to be anchored.
All brands of stand alone wheel chocks slid when pulling onto them. Me, I bolt it to a 4 X 8 plywood sheet. That works. Plus I can put it into the bed of the truck. It's kind of like a 4 X 8 trailer with out any wheels or frame.

That is what I just about did with mine. But the web pictures all show the Condor ones as free standing. Hence my attempt on the garage floor without bolts.
I have 2 condor's for the bikes. One is on a carpet floor an one on wood floor. Neither has ever slid putting the bikes in them or taking them out. Never had them bolted down. Move them to the trailer when I want to haul the bikes. Not bolted in the trailer an do not slide.
I have one from Harbor Freight and it has rubber feet on it where your bolts are and it does not move when I pull into it. Maybe you can find some kind of rubber feet for yours to help.
