Blow up the pic, you can see the phone in his left hand. You can also read some
of the numbers on his back fender, and part of the license plate.

Motor Officers are some of the best professional riders out there.

BTW- LEOs are exempt from texting while driving/riding laws.

He'll get a warning for getting caught.

Doesn't look like a state police uniform and city police only care what state police think in low budget movies - neither has authority over the other.

I do agree that the guy seems to be looking at his phone, not his watch.
