Might start with a call to HD Customer service.

I had a 1996 FLHR. The guy I got it from claimed it had a remanufactured motor. I called HD, gave them the VIN. They verified the motor rebuild and gave me a date. They also gave me the name of the dealer that originally sold it, and the dealer that sent to motor in for the reman.

Two more calls to the dealers and I was able to piece together most of the bike's history.

But, yea - sounds like a police bike.

Pics?

Any Dealer has tha access to the bike's history from the day of the first owner. But as you learned, they'll protect names of previous owners.

If you get a nice guy, he may give you want you want w/o releasing names,( just places and dates.)
