I recently upgraded to Gerbings heated gear, Jacket liner and gloves. One of the best investments in riding gear ever. I've ridden in some pretty cold weather and have been not just "not cold" but actually very comfortable. It's not cheap but well worth it.
I'm good in my non heated gear in the winter for my 20-30 minute commute to work in temps down to the high teens usually it is closer to mid twentys though. I said good not comfortable though, numbe fingers frozen face ect.. If my commute was any longer it would probably get to the unsafe point. Like deadhawg I'm going to upgrade to some gerbings this year, my buddies have some and say their hands are not just bearable but actually comfortable after the same ride.
I use UnderArmor ColdGear for long underwear, Alpaca socks, layers under leather, and put heat pacs in my pockets and gloves. I have different combinations that I use and have been comfortable in the lower 30's for up to five hours. I do need some heated gear and hope that Santa will begin to bring that this year. Cold does not stop me, its the stupid salt that they smear on the road.
Leather to stop the wind, layer to retain heat.
My thin leather jacket, a sweat shirt, chaps, leather gloves with jersey gloves for liners and a Neoprene or fleece face mask. I'm good into the 30's for my 40 mile commute.
My face and fingers are the first places I feel the cold.
I have the Gerbings jacket liner and outer pants fleece neck gater and full face helmet. Keeps me nice and toasty well into the teens. Usually don't plug in the gear unless its below 30, or I'm on a long ride.
Leather jacket, leather chaps, layers. Had trouble with my hands until I found Ice Armor gloves. Made for ice fishermen. Have to take them off if it gets over 40.

Just rode 440 miles today with my heated liner on all the way. Left this am for Maggie Valley NC in 40' temps we're in London KY now. Tomorrow we are riding the Cherohala Skyway then on to Maggie Valley, looks like I'll be needing them tomorrow too. Use my Goretex rain pants in the cold to keep my legs warm too.

Its already been said but Gerbings. Its really the only way to go especially if you're going to do a regular commute. Laying is great and works sure but who wants to get to work and have to completely get changed? Put on your jacket with gerbings liner in one shot, plus your gloves and you're set. Get the dual thermostat and add a tank panel from Captain Itch.
I also wear carhartt type overalls to keep the legs a little warmer if I'm going to be riding a while. They go on easy right over whatever clothes I'm wearing and would offer a fair amount of protection if I went down.
