You have a few options: You can go with the HD locks, part # 46287-04. They look like quality pieces, but some people on other forums complained about them.

I use the Harley locks, installation was easy and have not had any problems with them. However, I seldom lock my bags anymore except when overnight at a motel.
I do not carry vehicle registration papers with me or in any of my vehicles. I keep my motorcycle insurance card in my wallet.
