If you purchase in california this link seems to suggest the state has provisions for what you desire to do.
Now, to find a dealer with a used, or new bike you like and setting up the means to get warranty maintenance and/or work while you are touring is a good question for the dealer.
You may be able to get information from here. They do have an "email us your question" option.
Short-Term Visitors
If you plan to drive when you visit the United States, check the driving rules in the state(s) you'll be visiting to verify that you can use your non-U.S. driver's license. You should get an International Driving Permit (IDP), which translates the information contained on your official driver's license into 10 languages.
The United States does not issue International Driving Permits to foreign visitors, so you will need to obtain this document in your home country before you travel to the United States.
FYI, an Aussie DL is valid in Swissyland if you're a tourist. I think its ok for UK, Germany, Austria, Italy as well. Not so sure about france, they get a bit weird about anything that isnt french issued or written in french...
That said, you can go to the NRMA (or whatever your state equivalent is, RACV etc) and get an international drivers permit. Just in case you meet some authority that actually knows what it is...
I had one when I first arrived in europe, produced it to authorities on a couple of occaisions, and all asked "what the heck is that"? The NSW DL that followed was perfectly acceptable.
Thanks for all the quality replies.
kingomtn >> I dont doubt they may be honest but I feel a little nervous about travelling from OZ on mission and then registering my new bike in someone elses name.
I have an australian bike license and plan to get an international endorsement for the countries which require it.
I got a vague response from a HD dealer in Iowa who said they are "only permitted to sell and register new bikes to residents of the US".
tomeving >> I will be looking into you option...Nothing better than saving a bit of tax although cant avoid it when arriving home.

Yeah..the French can get funny about things. Driving in France has never been an issue for me travelling from the UK to Czech Rep. Never been asked for a license when entering via Eurotunnel shuttle.
Contact these guys, http://www.hdcolumbia.com/Default.asp
They're in Tennessee and sell boatloads of used Harley's to Oz. I'm sure they know all the ins and outs of what you need to know. Just be careful if buying used though, there's now a crap load of water damaged bikes on the market from the recent US east coast storm.

This link was very useful with a lot of information but not quite what Im looking for. It refers to non-resident vehicles....not not-resident buyers.
I went back in the link but couldnt find anything to help me.
Im beginning to think a phone call is necessary
Be careful buying a used bike with alterations. I believe Australia is pretty strict about bikes being brought in that are changed from manufacturer's specs.
