So I suspect the previous owner tried to save a few bucks that you're going to end up paying for.

This.If you google "broken bolts rear pulley harley" you will find more than a few stories about this.

How did you figure out there were grade 5 bolts used instead of grade 8? If they sheared off, the heads of the bolts where the identifying marks are, should be splattered all over the highway. Did you go back and find them? And, on second thought, they should have been allen or torx head bolts. Not sure how the markings are placed on those if at all...
Amazingly enough I found one of them, part anyway, and it was enough to identify the grade. The independent shop that's doing the repairs uses at least grade 8, or if request aircraft grade, and mark them all as well.

Also, if the bolts were replaced by the tech, your invoice would have the charge for the removal of the pulley and new bolts listed. A more logical reasoning would be that the previous owner is at fault. Somewhere along the line the owner probably removed and replaced the original bolts with an inferior grade while in the process of customizing the bike or while in the process of decustomizing the bike in preparation for trade. That person's lack of attention to detail damn near got you killed.
They wouldn't. He would go to the parts dept and get the correct bolts. I believe you are correct. Plus there is no reason to remove the pulley when changing the rear tire. In any event, the tech notes should be on the RO in the file.

There is no reason to touch the pulley bolts on a tire change.

Therefore no reason to blame Ur dealer, If Ur looking to blame someone I'd look to the Prev owner. even more so if He changed out the pulley.

All that being said, anyone have a rough estimate on how much I'm looking at for repairs? Independent shop out here is awesome and way less than an hd dealer, but I'm sure this isn't a simple $200 fix.
