I have taken fuel injected HD's to over 12,000 ft. many times. Because of the thin air they will be down on power. The one thing to improve engine running at altitude is to run low octane.
The bike will maintain the speed limits. It just takes more time to pass.
I regularly ride the Swiss alps in summer, plenty of 13k+ passes with no issues. Had a buddy with me one day on his old carbed electraglide, he struggled a little on passes 11k+ but the bike made it up and over.

I've been up pikes peek dozens of times without issue on an EFI bike. I did have issue with a big inch carb'ed motor, but 13800 on your bike will not be an issue
You will run out of air before your bike does. Drink lots of water, and don't try and do jumping jacks
