Interesting first post, a debate about rules. If you want to know the real truth, in your travels, if you run across an outlaw motorcycle club, maybe you should flag them down and ask them, I am sure they will educate you in a way that will satisfy your interest.
you are confusing clubs and gangs. a motorcycle club follows the laws of the land and also have rules for their members to follow. a motorcycle gang does not follow the laws that john q. public lives by. they have their own rules and regulations-and punishments.
do not flag down a club member that is flying 1% colors and ask them to explain things to you...you might not like the answer.

I would never flag down anyone that is wearing colors be they 1% or not to ask this question.
To the other guy asking if ice on the road. Its snow and its every freaking where. Its been bad enough we have had more snow this winter than in like 4 years, but also my grandmother died in Jan, and on I am no on disability at the age of 34 with COPD. So yeah i am so anxious and read to get in the wind my mind is working overtime which is never good.
I am sure that you are not asking whether these sets of 'rules' are lawful or not. Usually that is what the problem is. They often have a code of honor within their club, that may be the set of 'rules' that you are referring to.

That's what i am really asking.
Why give up one set of rules/laws to go by another?
Not all MC go by the same rules, anymore than companies have the same rules. Just like someone going down the highway...one car is going the speed limit and another is going 20 over. They're not going by the rules/laws that were made. It's just what people want to do.
But like I once heard someone say, it's not against the law if you don't get caught.

Why give up one set of rules/laws to go by another?
Imagine having 20-50-500- 20,000 (whatever) brothers who would never screw you over that were true loyal family that were always there for you no matter what.
Why give up one set of rules/laws to go by another?
All you have to do is turn to the great Webster's reference (aka dictionary)...
outˇlaw
1.
a. A fugitive from the law.
b. A habitual criminal.
c. A rebel; a nonconformist: a social outlaw.
2. A person excluded from normal legal protection and rights.
3. A wild or vicious horse or other animal.
I don't think they join Outlaw MC's to be "law abiding citizens" or they'd call themselves "The Non-Outlaw Law Obeying Riders Club" which is just against their nature...
