Most people who do not ride a motorcycle and have never had any interest in the activity probably are not able to differentiate a Harley from a cruiser by another manufacturer - unless they see the emblem on the tank. To most people, any cruiser they see is a Harley.
As far as the 'who is a biker' stuff, it has been beat to death on the forum, again and again. As far as public perception, though, anyone on a cruiser dressed like a pirate is a biker.

I've been on a street bike since '80/'81. Looked in the mirror while riding Sat and i had a big ol' grin on my face. I'm covered in tats, got the long hair, but i sure as hell didn't look tuff with that stupid grin.
COMPLETLY agree, hard to look tuff with a **** eatin grin , it amazes me what and how others are perceived, just ride your bike and enjoy the wind in your face, dogs riding cars know what's up you don't see them barking at others because their colors not spiked

no more then riding a bike makes me a biker... you cant say these guys that deliver beer or pop are to convenient stores are truckers even though they drive a tractor/trailer.......
I grew up wanting a Harley, I now ride a Harley and what others think about how I dress or what I ride is of no importance to me. I refuse to debate about semantics, I just ride.
I don't recall ever having this conversation with anyone in person but I have seen it here many times.
Oh it's been had in public , I'm only a few blocks from the area's popular hang out . The Oakland chapter comes through pretty regular and occasionally the shake & bake types gets an ear full when they do something stupid and it inevitably happens .
