I think the kits are only as good as the parts u go with. Some cams and setups just suck... A 103 is a big moter a good cam like a woods 222 or andrews 48 and a great tune and good pipe should be all u need unless ur looking for over the top proformace.. Then there be alot more money to spend
I believe but could be wrong that has happened. The stages that are refered to as an industry standard are based on preformance expectations and what is done to the motor. This can vary slightly by industry but is fairly close.
Stage 1 high output exhaust, high intake air cleaner and in some instances upgraded coils with remapping on efi bikes or larger jets in cv carbs Stage 2 relating to a harley is adding cams and requires efi remapping or in older bikes bigger jets Stage 3 head/piston and valve mods that will probably be coupled with the addion of a turbo charger or the like this includes nitro. additional modes would be expected to take place on the braking system and the power train to handle the additional stresses.
This being said HD and other tuning manufacturers do refer to Stage 4 and 5 mods but they are not based on preformance expectations. This is a way for them to label the mod unrelated to the actual preformance and can be very misleading.
Just my understanding of the situation and others may have a different one.

I ran alongside a a stage 4 in a limited and I wasn't to impressed. I felt as if I could have passed him if I wanted. Maybe weight played a little part in that as well... IDK
