Yes, the salvage title should have called for an inspection and numbers given at that time for the frame
Lets not forget that this bike was put back together in the 90's. The owner probably went to the boneyard or just purchased a frame and swapped it over. There has to be record of some sort of inspection going from that salvage title to a clear title. Maybe ill try the DMV where bike was salvaged/retitled.
The aftermarket frame should have it's own VIN and Certificate of Origin.
Due to the frame it is no longer a Harley Davidson. In Ca, it would be titled as "special construction".
Bikes with no numbers on the frame could lead to suspicious LEO contacts.
In Ca, the law is covered under 10751CVC.
In Ca, the bike would be issued a "blue tag".. a special VIN issued by the California Highway Patrol.
