system voltage
At about 10k miles my volt gauge started showing 16 volts when the bike is running. No drop at idle. 2010 FLHTC-UI. I don't believe it should. Local H-D shop says it's OK. Thoughts?

If the voltmeter is accurate (which is questionable) 16 volts is too high and you will be damaging your battery. The fact that it doesn't drop at idle is also suspicious. A lead-acid battery being over-charged vents hydrogen gas which is explosive - not good!
Find somebody with a good quality muti-meter and check your voltmeter against that one.
