Windshields are fickle things, even though I have ridden most of my bikes with them or a fairing of some kind, for over 40 years. It can take a while and a bit of imagination to get them right sometimes. My Glide originally came with a similar shield to yours and my eventual solution was to dump it in favour of a batwing. I didn't know about those fork wind deflectors at the time, so a pair of them might be worth a try.
Certainly study where the air is coming from, as that will help decide what to do next. Simply move a hand around, as suggested, but all around you, such as beside the tank and around the mirrors.
