Heat or impact. Pentrant like PB Blaster or liquid wrench has little to no affect on loctite.
i am thinking that is a 5/16 Allen. Pretty big.
Don't take this wrong way but be careful and be sure not to turn in wrong direction. Easy to do standing on top looking down from other side. I have a short piece about 10" long steel tube I use on Allen's that size. I can put a lot of twist with that.

Be sure that the hex hole in the bolt is clean of any debris and the allen wrench/socket is fully seated before trying to remove ... If you have the room needed a Hand Impact Driver would be a big help. They're available from most auto parts stores and places like Harbor Freight to Snap On ... Good Luck
^^^^^^^^^^^^^^^ This! Just get some allen bits which are 1/2" drive and you`re good to go. This tool I`ve had for over 50 years and it has been invaluable. It works!
Doubt you can get a blow impack under there. You will probably need a side impact or little heat and pipe. Cut a tin strip to shield and just hit head of Allen screw. Need minature map gas. Slow heat will just spread and damage chrome.
Heat it and let it cool. Heat will kill loctite. Let it cool so bolt shrinks back down.

While applying counter clockwise press torque to the bolt, Tap on the X with a soft faced hammer.
Very good tip there. Thank you very much. I might have to get myself a blow torch or something to heat it up real good thou. Well, I have to face away from the fueltank ofcourse. The screw didnt move a millimeter with a soldering iron lol.
Get an allen socket and breaker bar, PB blaster or Kroil on the bolt overnight. Put steady solid pressure against the bolt and hold it, don't try jerking or muscling it out just heavy steady pressure on it for a bit, may be 60 seconds or more but it will eventually pop loose and suddenly so watch your knuckles and paint . Blanket over the fender is a good idea for this job.
