bustert, if it is a true reading of 52 psi, could it be the ECM? Is there anything else I haven't thought of or replaced? I just looked at Harley Elec. Diag. Manual and it says one possible cause is faulty check valve fitting assembly. That is new from my mechanic putting it on but that doesn't mean he didn't damage it. Maybe a pinched/nicked O-ring? I wonder how much Harley will screw me to fix that?

Nope, The fuel pump is either on or off. It is not controlled by the ECM other than that. With the motor not running, the pump should hit spec but IMO it will drop some when the pump shuts off. If it holds 52 PSI after the pump shuts down, I'd say it good. Another thing could be the gauge. Most are only accurate to 3%-5% full scale so there could be a 3 to 5 psi error in a 100 psi gauge. One thing you could check is voltage drop to the pump under load. Measure it at the connector.
Max, thanks. I'm going to have Harley double-check it because with the usde gauge I bought, I didn't look at pressure just after hitting run, I looked while it was running which was 52 and then shut it down and it dropped to 49. I think it's my pressure tester.
