I bought a pair of insulated chaps a few years ago from a small shop in Tulsa Oklahoma. Sales lady helped size me up and pointed me in the right direction. Always kind of laughed at the chap crowd and thought it was more for looks then function. Wrong answer. For temps down to around 35 degrees they are hard to beat. Have a full insulated suit for temps below 30 degrees but due to medical conditions do not spend much time riding when it gets that cold. The chaps are comfortable and easy to get on and off. Had them custom tailored to fit especially in the length. Cost a arm and a leg when I bought them. The insulation can be removed and attached easily.
But the one thing you really gotta watch for is the area between the legs of the chaps! The old nut sack does get a bit cold and shrunken on really cold days!!!
If you a hard core cold weather rider just buy a good pair of Ski pants to go over your jeans. They are water proof, wont shrink, dont look like your trying to herd cattle or impress anyone . Unless that is what you are intending to do.

I rarely wear chaps, whne I do it's 40s or a ride when I know there may be lots of road crap or bugs.
When it's Cold I wear insulated leather overpants.
